Notes: “This report presents the results of ethnographic research and a review of archeological files and reports for forty-eight proposed coal lease tracts in northwestern New Mexico….an effort to: 1) identify those parcels that should clearly not be leased because of overriding National Historic Preservation Act (NHPA) and/or American Indian Religious Freedom Act (AIRFA) concerns, relative to Navajo, other Indian, and non-Indian religious sites and beliefs; 2) identify ocher areas where there may be serious conflicts between Native American (and non-Indian) religious/cultural values and mining development, but where the detrimental effects of the development might be mitigated; and 3) provide information to guide the later, more intensive studies and mitigative measures.” (From the Introduction)
