Notes: Typescript, then mimeographed.  Aside from the “flood control” aspect of the project, “…the prime motivation of the development which is profit for and employment of Cochiti people.” (from “A Comprehensive Development Plan”, p. 37).    VERY RARE.  No copies available for sale, and held in only four libraries (including one in New Zealand.  Go figure).
